Dr Thierry De Oliveira — Co‑Founder & Partner - Mexico
Dr Thierry De Oliveira is Co‑Founder and Partner of ImpacFin Ltd and a globally recognised expert in impact finance, green economy, and sustainable development. He previously served as Chief Economist at the United Nations Environment Programme (UNEP) and as Director of the Public–Private Partnerships Unit, advising governments, development institutions, and private investors on the design and financing of large‑scale infrastructure and natural capital investments.
With over two decades of experience across Africa—particularly in Kenya and East Africa—Dr De Oliveira has led complex initiatives spanning renewable energy, forestry, natural capital valuation, and macroeconomic reform. His work bridges policy, finance, and sustainability, translating development objectives into bankable investment frameworks.
At ImpacFin, he provides strategic oversight across mandates, leads senior‑level investor engagement, and ensures analytical rigour in financial structuring and impact articulation.
Georges Médina - Co‑Founder & Partner - Paris
Georges Médina is Co‑Founder and Partner of ImpacFin Ltd, with recognised expertise in sustainable tourism, impact finance, and investor relations. He has built a strong international network across investment funds, family offices, and impact‑oriented capital providers.
Georges plays a central role in project positioning and capital strategy, acting as a trusted interface between project sponsors and investors. His deep understanding of African economic dynamics and investor expectations enables effective alignment with financial, environmental, and governance criteria.

At ImpacFin, she supports the origination, structuring and fundraising of projects with measurable social and environmental impact, with a strong focus on sustainable infrastructure and energy. Her role covers the preparation of investment narratives, the articulation of financial and impact theses, and alignment with institutional investors’ requirements.
Bringing together financial expertise, capital markets insight and high-level communication skills, she plays a strategic role in engaging institutional investors, development finance institutions and impact funds.
